Weak 4. Although, it does certainly possess it's own spirit, rare for an article that could easily be perceived as boring before reading it. Against. Call it a peeve of mine, but I don't really like aritcles in the main "encyclopedic" namespace with long-winded, ridiculous names that take the tone of a Why or HowTo.
