USB is the first major upgrade to the USA. Among other things, the USB upgrade promises to incorporate smart technology, reduce reliance on corrupted media, eliminate some of the FAT filing systems, and improve compatibility with foreign devices.

Designers have noticed a number of flaws in the USA, especially in the the export democracy functions and WMD tracker.

They proposed to remedy these through minor upgrades, including the USA1.2 upgrade, dubbed the Kerry upgrade. The Kerry upgrade was unsuccessful; although relatively advanced, its function relied on a series of primitive flip-flops. The Kerry upgrade failed to pass the election criteria. This major setback prompted calls for a complete overhaul, which came to be known as USB.

After numerous delays and setbacks, USB will not be available until 2009 2013 2017, and only if it passes a qualification to be held in November 2008 2012 2016.

USB remedies widely noted problems understanding the previous implementation.

Among some of the improvements expected to be made to the interface are: intelligent speech recognition and pronunciation technologies, wireless debating, register of foreign leader names, advanced spellchecker and grammar correction, accurate climate forcasting software and the malfunction in the special relationship interface with the UKGBNI card has been fixed to allow 2-way diplomatic relations.

A patch referred to as Project Obama was used for eight years and solved most problems with understanding. A 2008 release of the technology was, for the first time, available in a different color. A competing design had female attributes, though critics complained that its biggest advance was simply to back out changes made in the 2000-08 product and return to the 1992-2000 code. This code had problems that were never solved, mostly stemming from keeping inaccurate records of intern devices it had been connected to. The "female" version does not correct the bugs of the 1992 version, as the device's error logs were fatally flawed and could not be relied upon to keep accurate records of past conflicts.

The trade press emphasizes that replacing existing installations with the USB fix is vital. In the old product, large parts of the bootstrap code are never read at all, notably when the product undergoes the Guantanamo and CIA Rendition tests. This problem could lead hackers to exploit a vulnerability in the due process functions. These bugs were traced to the USA Supreme Chip, which it is claimed has been given a major overhaul. However, it remains to be seen how effective these bug fixes have been.

The USB is the first USx to comply with international standards for environmental protection. However, some users complain that the USB (most of which will be manufactured in India and China) will not go far enough to reduce its power consumption.

This was a huge problem with the previous version, with the Roguewear filters often failing to identify the correct source of a problem, and causing a fatal exception when interfacing with foreign devices such as the iRaq and iRan. The USA also used Microsoft Rumsfeld to conduct its foreign interface policy, which proved to be less than reliable.
