Jigglypuff is a strange balloon like creature (who is also part cat) that comes from the Pokemon series. It also has strange large eyes that are meant to lure people to fall for it's cuteness, giving Jigglypuff a chance to beat up it's foes. It has a pre evolution called Igglypuff and an evolution called Wigglypuff.

[edit] Video Game Appearences
Jigglypuff first made it's appearence in Pokemon Red and Blue, where it was a rare pokemon that had no worth. In the later Pokemon games, it still served the same purpose of being too weak.
Jigglypuff however despite it's appearence in the Pokemon series is very strong and can easily destroy anyone as seen in the Super Smash Bros. series. Jigglypuff was also responsible for the downfall of Giga Bowser in melee when it had used it's overpowered Rest move and with a single move, the gigantic koopa was sent flying. In Super Smash Bros. Brawl, Jigglypuff was given a final smash called Puff Up (why it wasn't uproar is beyond me) and with it Jigglypuff would inflate herself to about a 100 times his original size causing most of the stage to be covered up. After performing a certain glitch on Hyrule bridge in Brawl, GigglyPuff is playable.
[edit] Pokemon Anime appearences
In the animated series for Pokemon, Jigglypuff often stalked Ash and his friends so they could hear Jigglypuff's famous song which had won many awards. However, since the group had no sense for music, they often fell asleep which made Jigglypuff really pissed. So in revenge, she would have taken a gun and shot them but since that would cancel the show, she instead drew on their faces with a whole variety of different colored markers. Permanent markers that is. Due to her 'work of art' on their faces, Ash and the group often needed plastic surgeries so they could appear in the next episodes. Ash however had the worst markings on his face so he still had to keep them till this day (you know those zigzags on his cheeks).

Jigglypuff reached the height of media attention when she was being stalked by (not known at the time) Ronald McDonald. In the stalking she recieved threatning letters, pumpkins with knives in them, decapitated cat heads and shoe boxes filled with feces. At the climax of the incident, Ronald McDonald broke into her mansion and preceeded to beat her with a happy meal and a giant french fry. The fight ended with Jigglypuff shooting Ronald in the cock with a shotgun. Ronald spent a week in the ICU while Jigglypuff was treated for a broken arm, scratched cornea and the little squiggly thing on her head, which had a large gash in it. Jigglypuff has stated that she has been suffering from Post-Traumatic-Stress-Dissorder since the incident and has developed a fear of french fries and semi-retarded clowns with no actual clowning ability.

In the first generation of Pokemon, Jigglypuff was a rather cool pokemon that like many people would expect have a really cool and awesome evolution. But no, all Jigglypuff got was a wiggly rabbit named Wigglytuff. How original.
In teh 2nd generation, we were introduced to Igglybuff, a character that makes Wigglytuff seem like a legendary. Later on a new evolution was created and had surprisingly been more popular than the 3 original puffs (despite the 3 being much more stronger, yes even igglybuff). This final singing pokemon was called Hillary Duff.
