The eleventh installment of the Grand Theft Auto series, Grand Theft Auto: Baghdad stars Carl Johnson.

After returning to LA from New Orleans, Carl decides to give back to the country he has taken so much away from. He enlists in the United States Army and is quickly deployed to Iraq due to his superb marksmanship.
Main obejective of Carl is killing Iraqi gangster code-named "Juiceman", so American police agencies will wipe out his crime record clean. Juiceman is an unidentified but well-known Iraqi gangster, who is controlling Iraqi drug traffic so American military headquarters cannot gain drugs as much as they request. Juiceman is scared by American military and gangsters, as "can gain money like drinking juice". First Carl try to meet Phil, who is controlling Iraqi drug cartel for American merit. Carl earn an information to search Juiceman, but Phil stopped Carl to challenge Juiceman by Carl himself, because it is too dangerous. During this time, Carl have been on target by several underground Iraqi gangsters that Carl didn't know. So Carl decided to use some unknown gangsters to clean the path through Juiceman.
Carl and Phil started to threat Iraqi gangsters by bombing their blocks by US' advanced weapons, kidnapping their assocaites or guardians, and destroying or stealing their weapons, so some of the Iraqi gangsters start to follow them. Carl and Phil used them to investigate who is the Juiceman. As the result, conflict between Carl and Juiceman became more complicated.

- Cpl. Carl Johnson: The main protagonist, Carl enlists in the army so he can get a free vacation to Iraq. Once over there though, he fights only for his own freedom and wealth, and not the freedom of the Iraqi citizens. But the Iraqis are much to strong and powerful with saddam insane.
- Phil: Despite losing an arm in a boomshine brewing accident, Phil is still an active member of the military. He works at the air base in Baghdad and gives Carl access to a fighter jet.
- Comical Ali: The boss's henchman. You can never believe everything he says. If he tells you that you will have to take out two tanks to achieve an objective, you can be sure it is really only a kid with a super soaker.
- Juiceman: He is famous by not only his infamousness. He is claimed as having deep connections between many gangs such as J.S., Al-Lamawn and Leh Mastal, so does he has enough assets to control them. His charisma has moved several Iraqi gangs to attempt to kill Carl while he is working for capturing Juiceman. His name brought by teaching, that he could "earn money like drinking juice".
- Yahya: While Carl staying in Baghdad eastside to gather informations about Iraqi gangsters, this 43 years old man helped him as much as Carl need. It tied much with Carl's fulfilling later.
- Mallay: Leader of a gang "Al-Qudds". Known for his brutal way of killing enemy leaders. He later escapes toward Syria after Carl owns whole Baghdad.
- Cloak JZ: A Canadian expert that get killed on the operation Iraqi Freedom. He was a well known drug dealer.
- Emmanuel aka K.I.D.: An American officer that works inside Baghdad. He concentrated much on his work to destroy Saddam's Insane and Iraqi insurgents. He offers Carl to drop bomb on Baghdad eastside, although Carl denies it.
- Don Dawn: A leader of infamous American gang "Maroon NYC". He get shot while he visiting Iraq for new drug. He is known as taking a part of Jewish Lobby, although his gang going to be aimed by US forces.
- Don Muzzel: A concervative gangster. Crew of a NY gang "Maroon NYC".
- Yasheen MuWalli: An Iraqi gangster. Leader of Iraqi gang "J.S.". There's a rumor that he has connection between Juiceman.
- L Bawoo: Korean TV reporter that get caught by Yasheen's gang.
- Merapi: A guy from unidentified tribe inside Iraq. He claims to build Babylonian empire again. He dies on mission #23.

- United States Army's Secret Agency of Drug Cartel (USASADC): Lead by Phil, C. Jeremy and Pat. Anthony. United States Army's unofficial drug dealing association. Controlling Afghanistan, Pakistan, Iraq and few other Middle Eastern drug cartels. Offerd Carl to kill Juiceman.
- Maroon NYC: A Jewish gang. Lead by Don Dawn, Don Muzzel and Don El-Nino. Notable by seiging New York drug cartel. Their commencing of drug traffic over Iraq raged United States Army. It collapses on the final mission.
- The Desmonds Family: An American gang. Controlling Afghanistan gang order. A longtime companion with United States Army.
- Insurgents: Iraqi rebellions that wage war with American forces.
- Saddam's Insane: A strong rebellions that too strong that even Carl cant destroy them. Although it doesnt have relation with drug traffic.
- Al-Qudds: Controlling southside of Baghdad underground. Lead by Mallay, Al-Jel, Abraham P and C4-Hussain. Opposites against Saddam reign, and American reign of underground as well.
- J.S.: Headquarter is in North Kurdistan, although they sieged Baghdad as drug traffic route. Lead by Yasheen MuWalli. Main enemies are Al-Bahmi, Merreq Kurds, and US forces.
- Leh Mastal: An Iranian gang. Claimed as Juiceman lead-gang, but the fact isnt cleared. Attempted to kill Carl for several times.
- Tel El Baghdad: An Iraqi gang. Attempted to kill Carl, although it failed.
- Al-Bahmi: A Syrian gang. It has deep relation between both Juiceman and United States Army. Lead by Hussain Shahab.
- Naon: An unidentified gang. Controlling whole North Iraqi drug cartel, and opposites against United States Army.

- M-16: U.S. military-issued weapon
- Improvised Explosive Device: a favorite among roaming gangs of insurgents - find some of your own to pack a real punch
- Hangman's noose: for taking out the leaders.
- AK-47: the favorite among the insurgents.
- WMDs: only kidding, there are obviously no WMD's in Baghdad.
- Mustard gas: just an internet rumor - doesn't actually exist in the game
- Rhino: Charge through the desert in this powerful tank
- F-18: It's bombs over Baghdad with this fighter jet
- Apache Helicopter: Good at destroying shit but it crashes easily and because it flies low it can be brought down by RPG's.
- BM-21 "Grad": A truck with a 40-round rocket-launcher system on the back, captured from the Iraqis. Can blow the crap outta enemy positions. Some missions involve destroying a bunch of these trucks.
- M-24: Good sniper rifle for taking out enemy officers & guardians.
